Ukraine: court stops metal scrap balance decree

The County Administrative Court of Kiev has stopped the decree of the Ministry of economical development and trade on metal scrap balance. The case was initiated by Metallurgprom.
Metallurgprom has asked the Prime-Minister Arseny Yatsenyuk and the Ministry of economical development and trade to help in limiting ferrous scrap exports as the local market suffers from its shortage.
Metallurgprom expects steel output in March on the level of 2 million tons, while pig iron and rolled metal output would total 2 million and 1.8 million tons respectively.
Metallurgprom believes Ukraine will produce 1.8 million tons of steel, 1.5 million tons of rolled metal and 1.8 million tons of pig iron in February.
In January-September Ukrainian metal companies increased their unrecovered losses 3 times, to 31.2 billion UAH, said Metallurgprom.
Metallurgprom believes the optimal level for scrap export duty is 50 euro per ton.
In December Ukrainian metal companies will produce 2.1 million tons of steel.
The Railroad Transport draft law needs to be returned to the Ministry of infrastructure, as it doesn’t take into account most of the remarks of the carriers, says the Metallurgprom president Alexander Kalenkov.
