In 2018 Russia procured 25.95 million tons of scrap, with the average price at 17.727 rubles per ton, up by 2,817 rubles YoY.

As metal companies did not want to buy scrap at that price, exports in December 2018 increased.

Because of the increase of the domestic prices, some metal companies are lobbying the imposition of complete prohibition of scrap exports from May.

Without such limitation Russia will produce 21.4 million tons of steel in 2019, and with the limitation – 23.4 million tons.

At the same time, in mid-term the scrap export limit could affect several industries. (Ukrainian metal)
