A criminal case was instituted on the illegal issue of a permit for construction of a factory in the territory of the goldmine plant Makmalzoloto, the press center of the State Committee for National Security reported.
The Corruption Control Service of the State Committee for National Security detected a violation of the legislation of the Kyrgyz Republic when issuing a permit for the construction of a gold processing plant of GL Makmal Developing LLC at the territory of the goldmine plant Makmalzoloto in Toguz-Toro district.
It was found out that Jalal-Abad office of the Department of State Expertise of the State Agency for Architecture and Construction issued a permit without an environmental expert assessment. On the basis of this document in 2017, Toguz-Toro Urban Planning and Architecture Department issued a permit for the construction of the plant.
A criminal case was instituted under articles 304 (abuse of office) and 221 (abuse of authority by employees of commercial or other organizations) of the Criminal Code of the Kyrgyz Republic. The investigation is underway.
Residents of Toguz-Toro district of Jalal-Abad region repeatedly opposed the construction of the plant, believing that the factory would cause damage to the environment. During the riots on April 11, the villagers burned down the unfinished building of the factory and the office of the company GL Makmal Developing. Criminal case was opened on the fact.
