To control the activities of mining companies, the State Committee for National Security of Kyrgyzstan (SCNS) initiated creation of the state enterprise Jalal-Abad ken Bailyktary.
Within the framework of the criminal cases under investigation initiated under articles 298 “Violation of environmental protection rules during the performance of work” and 337 “Abuse of official position” of the Criminal Code of the Kyrgyz Republic, it was established that about 40 mining companies were operating in Aksy, Ala-Buka and Chatkal districts of Jalal-Abad region from 2015 to 2023. They developed and processed the existing reserves of gold and coal, but after the expiration of the licenses, they did not carry out technical and biological reclamation of the licensed areas.
Due to the lack of proper control on the part of regulatory bodies and local authorities, subsoil users did not transfer money to a special reclamation fund. As a result, more than 517 hectares of fertile soil remained unusable.
“Based on the results of survey measurements, it was established that mining enterprises were illegally extracting minerals in territories that were not included in their licensed area. At the same time, subsoil development in some areas was carried out at a depth of up to 55 meters, while the license agreement indicated a depth of no more than 12 meters,” the SCNS noted.
Due to uncontrolled and barbaric mining of mineral resources, unscrupulous subsoil users caused environmental damage amounting to more than 1.8 billion soms.
In order to implement state policy in the field of subsoil use, control over the activities of mining companies in compliance with legislation in the field of environmental safety, the Cabinet of Ministers is considering the issue of creating a state enterprise Jalal-Abad ken Bailyktary under the Ministry of Natural Resources, Ecology and Technical Supervision.
