Ukrzaliznytsia asks the government to relieve it of the obligation to sell ferrous metals scrap via the Prozorro system.
The company wants to sell scrap by directly concluding agreements with potential customers.
At present Ukrzaliznytsia is obliged to announce tenders in Prozorro to sell scrap under closed trades, where the main criterion is the highest bid. Yet, if the amendment is made, Ukrzaliznytsia managers will be able to choose customers, which is considered unclear and creates corruption risks. (Ukrainian metal)
