The Cabinet of Ministers of Ukraine has initiated amendments to the regulatory framework for the use of subsoil, which provide for the expansion of the List of sites of strategic and critical importance, which can be granted through the sale of special permits from online auctions of the State Service for the State of Geoscience and Mineral Resources.
The draft resolution published on March 7 for discussion is aimed at attracting investments in the mining industry and integrating Ukraine into European supply chains of critical raw materials in accordance with Regulation (EU) 2024/1252.
The key innovation is the inclusion of additional titanium ore deposits in the list of objects that will be provided for use through electronic auctions.
The updated list will include the following objects:
– Malyshevske field (Motronivsko-Annivska and Pivnichno-Zakhidna sections) – Dnipropetrovsk region;
– Valky-Hatskivske field – Zhytomyr region;
– Mezhyrichne field – Zhytomyr region.
All three fields were previously provided for use by companies from Dmitry Firtash’s Group DF – LLC “Motronivskyi GZK”, LLC “Valky-Ilmenit”, LLC “Mezhyrichenskyi GZK”, respectively. Special permits were canceled on March 7, 2025 in compliance with the decision of the National Security and Defense Council. (Nadra)
