Authorities of the Russia-supported terrorist-occupied part of Donbass can resume deliveries of coal to Ukraine if the Ukrainian side fulfils the political issues of the Minsk agreements.
Because of the conflict in the East Ukraine lost access to most of its mines. The militants-occupied territories contain the most profitable mines, while Ukraine-controlled companies produce cheap gas-generating coals. So Kiev has to import coal from South-African Republic, USA and even Russia.
As of September 21, coal stocks at Ukrainian thermal power plants totaled 1.15 million tons. (Ukrainian metal)
