“The State Committee for Industry, Energy and Subsoil Use recommended GL Makmal Developing Company to conduct an environmental impact assessment of the project on construction of a gold recovery plant and hold public hearings,” deputy head of the committee Suyuntbek Alikeyev reported.
According to him, the Chinese company Xinghai LTD developed the factory project on the territory of Makmalzoloto industrial combine, then it was adapted to the Kyrgyz legislation. The enterprise is almost built. Representatives of GL Makmal Developing provided the committee with a technical project for the plant to carry out industrial safety expertise.
“We recommended them to conduct an environmental impact assessment and present the results to the local population. We met with the founder of the company Maksat Zheenaliev. He is a native of Toguz-Toro district. Maksat Zheenaliev said that they held public hearings with deputies of the rural council. He refused to attend the hearings in Kazarman village,” Suyuntbek Alikeyev said.
The official noted that Kyrgyzstan needed the factory, which was going to be built by GL Makmal Developing. This will allow processing of ore in the country and not exporting concentrate to neighboring states. Suyuntbek Alikeyev noted that the enterprise did not work and would not work until it received positive expert opinions, including environmental one.
“Representatives of the State Committee last week left for the place, participated in the meeting, explained the essence of the project to the local residents. The decision to build the plant was taken by local authorities. They should support investors. This is in their interest. In addition, according to the subsoil law, local authorities should ensure unrestricted access of licensees to the fields and conduct work with the local population,” concluded Suyuntbek Alikeyev.
