The State Committee on industry, energy and land believes that the ban to export precious metals ore stimulates mining companies to build gold-mining factories in Kyrgyzstan.
The Ministry of economy wants to impose an export duty on precious metals ores. But according to the deputy minister Bakkeldi Tyumenbayev, when the country entered the Eurasian Economic Union, problems arose. The EAEU legislation prohibits implementation of duties against countries of the Union. Thus the duty will only work against exports to third countries.
“At present Kyrgyzstan exports ore to China only. But it’s impossible to supply to China on tolling. That is we can’t bring the ore back to Kyrgyzstan after it is processed in China. We suggest imposing an export duty, if ore is not brought back into the country”, Tyumenbayev noted.
But according to the State Committee, there is no gold-mining factory in Kyrgyzstan. 2018 will see the factory at Terekkan put into operation. (Ukrainian metal)
